![]() These unusual responses intrigued Pavlov, and he wondered what accounted for what he called the dogs' “psychic secretions” (Pavlov, 1927). However, dogs don’t naturally salivate at the sight of an empty bowl or the sound of footsteps. Salivating to food in the mouth is reflexive, so no learning is involved. Over time, Pavlov (1927) observed that the dogs began to salivate not only at the taste of food, but also at the sight of food, at the sight of an empty food bowl, and even at the sound of the laboratory assistants' footsteps. In his studies with dogs, Pavlov measured the amount of saliva produced in response to various foods. Pavlov’s area of interest was the digestive system (Hunt, 2007). ![]() Physiologists study the life processes of organisms, from the molecular level to the level of cells, organ systems, and entire organisms. Pavlov was a physiologist, not a psychologist. Pavlov came to his conclusions about how learning occurs completely by accident. Supporting oversight of the stimulus not only ensures that money will find its way into the hands of people who need it the most, but represents a sound financial investment, as Inspectors General recover dramatically more money than is appropriated for their budget. The report highlights past success stories of Inspectors General, and examines what lessons can be learned from them and applied to oversight of the CARES Act. The Coalition has released a report entitled Oversight is Better than Hindsight: Anti-Corruption Recommendations for the CARES Act. Inspectors General play a vital role in ensuring effective oversight. While important, the President is not the only relevant official in the area of oversight, particularly in the ongoing response to the COVID-19 pandemic. This report details shortcomings in ethics laws, and offers solutions for the President to act on. To support these goals and detail action that can be taken, the Coalition has released a report entitled Leading from the Top: An Ethics Plan for Presidential Candidates. He or she can propose a legislative agenda that remedies gaps in ethics laws, appoint qualified and independent officials to oversight positions, and exemplify integrity in his or her own actions.
